I have a cif file but it cannot be used in ATK, the warning said "invalid syntax (, line 1)". I don't know how to deal with this problem. Waiting for your reply…

In 11.8 you need to drop the CIF file on the Builder icon, if I recall correctly. You may have tried to "Open" it, but that only works for Python file, which would explain the error message.

Actually, I have dropped the CIF file on the builder icon and the error still occurred.

The CIF file must have extension .cif. In case you downloaded it from a database online, it may have the wrong extension, or be called .cif.txt or similar. It must be something.cif. Or, you can try in the "Builder 2012" to use the button "Add From Files".

Hi, Anders Blom, I make sure that the cif file is correct. I attach the file I'm using as follow. And I have tried to open the file in builder 2012, however, the builder doesn't have any action. The file cannot be opened. Could you try to open it in your computer?

The CIF file is correctly formatted, and should be possible to open in ATK 11.8. It opens fine in 12.8 and 12.2. I don't have 11.8 installed however, since it's unsupported after the release of ATK 12.2.
You should be able to open it just like you did, by dropping it on the Builder, or using Builder 2012 where you click "Add" then select "Add From Files" and open the file this way (choosing the CIF file filter).
