I cannot open addon manager from "help", is there any other way to open it?

Windows? Linux (which Linux)? Any error messages?

That's odd, and hard to troubleshoot without error indication...
Given your indicated country, I may however hazard a guess. If your username on the computer, or whichever folder VNL is configured to start in, contains a non-ASCII character, this may cause it to fail, and will under any circumstance cause problems later on. If so, change this folder, i.e. the "Start in" folder of the Start Menu or Desktop shortcut, to something simple like C:\ATK (create the directory as well) and try again.

The Virtual NanoLab on my computer with English version of Windows 7 works well for opening the addon manager.

I found the problem. It was because of my firewall. Thank you guys for all of your help.

Glad that a solution could be found, I also suspected firewall but I didn't expect it would fail, only give an error about "unable to contact server" or something.
Therefore, can you tell us (by email if you prefer) how you set up the firewall to cause the AddOn Manager to fail, then we can try it too. I think at the very least there should have been an error message, so if we know how to trigger this behavior we can add that in the code.
