That's a very generic question... Charging of what? If it's a time-dependent process, then not directly.

OK. So how do you define charge and discharge in a nanoscale device? Time-dependent motion of electrons and charged chemicals? And what sort of structure are you thinking of? What are the electrodes, is there a liquid between them?
