hello

I use ATK 2013. I would like to know that is it possible to download parameters which are added to 2014 (like Bassani...), and using them in 2013?

Technically maybe, but it's not a supported workflow. You can also always implement any Slater-Koster parameter set you want from the original paper, there is a tutorial on that.
