well i just had a 1-2 hour nightmare related to the mouse driver .. after i changed one setting right clicking wouldnt work at all .. saw posts online with similar issue, had to uninstall and install multiple   times a reboot many times ... finally got it to work so i dont really want to mess with the mouse settings right now ..

anyway, NOW ROTATION WORKS!! ... it was the mouse driver

Drivers are a nightmare :( I just had a similar experience with a brand new laptop where the wireless would go out suddenly. The frustration and time you spend to solve these things... And yet we love our computers, with all their faults ;)

having worked on countless embedded systems with low level assembly drivers of sensors, displays, input devices, etc ...  i have to say I have no idea why windows (similar just more complex) make it so difficult for drivers to work .. i have never had a virus in 20 years of computing, but i have had many crashes due to drivers .. feel like building a computer myself
