Hi,
I want to put a polymer material to CNT inside.
Can I build such structure VNL?
If I can do it, please give me tutorial or direction for that.

Yes, you can build such a structure in VNL. Unfortunately, we do not have a tutorial on exactly that, but I have found some others which describe how to set up and modify CNT's:
